P3M Engine calls all of your work a workstream and let's you setup a workstream hierarchy with as many levels as you want. By organizing in this way you can manage a WBS (Work Breakdown Structure) with unlimited levels in its hierarchy. You can also name the levels in your hierarchy so you can still have programs with projects instead of workstreams with child workstreams.

All workstreams that have children are treated differently than those that do not. That is why when working with a parent workstream, you will see the lists of child workstreams so you can access them.
